목표
- 중국과한국 정부가 중저소득국(LMICs)에서 해외 보건원조 프로그램을 어떻게 설계·재정 조달·거버넌스하고 자원을 배분하며 평가하는지에 대한 구조적 비교·검토, 그리고 이러한 제도적·정책적 접근이 프로그램의 효과성·형평성·지속가능성에 미치는 영향에 대한 고찰
- 양국학술기관이 정부의 해외 보건 활동을 지원하는 과정에서 담당하는 역할—정책 수립, 프로그램 설계, 이행 지원, 모니터링평가, 역량 강화, 지식 전환(knowledge translation)에 대한 기여를 포함—에 대한 검토, 그리고 변화하는 글로벌 보건재정 여건 속에서 이러한 역할이 발전해 나갈 방향에 대한 모색
- 글로벌보건원조와 공적개발원조(ODA)가 감소하는 상황에서, 중국과 한국 정부가 해외 보건원조 프로그램의 전략적 정합성효과성·임팩트· 형평성·지속가능성을 제고하는 데 기여할, 근거에 기반한 정책 제언 방향의 모색
